Empower LA DCT

Summary

The Los Angeles Homeless Services Authority (LAHSA) is collaborating with Point Source Youth to introduce Empower LA, a groundbreaking Direct Cash Transfer program designed to address youth homelessness in Los Angeles. This innovative initiative will provide comprehensive support to approximately 30 young people aged 18-24 who are currently experiencing homelessness or housing instability within the city.

A cornerstone of the Empower LA program is the provision of substantial direct financial assistance. Participants will receive approximately $1,300 per month for a period of two years, with payments distributed either bi-weekly or monthly, offering a consistent and reliable source of income. In addition to these recurring payments, each participant will also receive a one-time enrichment payment of $3,000. This lump sum is specifically intended to cover initial costs often associated with transitioning out of homelessness, such as rent, security deposits, and essential furniture, thereby removing significant financial barriers to stable housing.

Beyond financial aid, Empower LA is committed to offering a robust suite of youth-driven supportive services. These services are tailored to meet the diverse needs of young people and empower them on their journey to independence. Key services include personalized housing navigation, guiding participants through the complexities of securing and maintaining housing; comprehensive financial literacy and coaching, equipping them with the skills to manage their finances effectively; individualized case management and referrals, ensuring access to necessary resources and support networks; and crucial connections to mainstream resources, integrating them into broader community services.

The Empower LA Focus Group 

This report examines the landscape of youth homelessness in Los Angeles County, focusing on the aspirations of young people in LA County for Empower LA Direct Cash Transfers. It includes findings and recommendations from focus groups with individuals aged 18-30 who have experienced homelessness or housing instability, concluding with a group consensus on Empower LA's implementation.
